I tried your suggestion but same result.
What I do to test is
ssh to my linux server
from there I telnet to localhost port 7373 (in my case)
I login into the cluster with the user I want to test
I run set/password

What I noticed is that if I telnet to the private ip (or public ip) the issue is not present. So it seems related to the telnet localhost.

Strange

BTW, what is the purpose of the set/passphrase command?

What’s happening is very strange.
The set/password command can be used with any privilege level (<9).
Have you tried using it like this:
set/password <cr/lf> ????
 
Careful! Not set/pass, that’s a different command.
There is also the set/passphrase command.

all users that have a password configured by the sysop are not able to change it by their own with the command set/password
They get error "not allowed".
